1. SPORTING REGULATIONS - GENERAL
1.1 Title & Jurisdiction:
The A.N.E.C.C.C. Autocross Championship is organised and
administered by the Association of North East
and Cumbria Car Clubs in accordance with the General
Regulations of the Royal Automobile Club Motor
Sports Association (incorporating the provisions of the
International Sporting Code of the FIA) and these
Championship Regulations.

1.3 Competitor Eligibility:
1.3.1 Entrants must be a fully paid up member of a member club
of the A.N.E.C.C.C. and in possession of a
valid 2012 MSA Entrants Licences.
1.3.2 Drivers and Entrant/Drivers must be a fully paid up
member of a member club of the A.N.E.C.C.C. be
Registered for this Championship and be in possession of valid
2012 Competition licence (National B
minimum requirement).
A competitor shall not take time off school to participate in
motor sport without the prior written approval of
their school. If participation in the Championship requires
absence from school, Drivers in full time school
education are required to have the approval of their head
teacher and a letter stating such approval from
his/her school in order to fulfil registration for the
Championship.
1 .3.3 All necessary
documentation must be presented for checking at all rounds when signing-on.
1.4 Registration:
1.4.1 Competitors must register for the championship on the
appropriate registration form duly signed and
dated and with the correct monies and sent or given to Mr
Maurice Mabon the ANECCC Championship Coordinator
either by post or handed to the Co-ordinator at one of the
events.
1.4.2 There is a £45 registration fee.
1.4.3 Competitor may register at any time prior to the
penultimate round. Points will only be awarded to
competitors after they have registered for the championship
Championship numbers will only be allocated by the
Championship Co-ordinator .
1.5 Championship Rounds:
1.5.1 Number of Rounds
The Championship will consist of a maximum of 14 rounds.
Competitors can compete in all the rounds but their total
points from only 10 rounds count towards
the championship.
A competitor can count their best 5 scores from rounds
1,4,6,8,10,11 and 13.
Their remaining best 5 scores will be from rounds 2,3,5,7,9,12
and 14.
No competitor may score from more than 5 rounds of either
group.
If ten or less rounds are held then one round will be dropped
from both groups.
Any changes to the published rounds D11.1.3 will apply.

The calendar may be subject to change due to conditions
existing beyond the control of the organisers.
1.5.4a
Organising clubs will be supplied with a list of the
contenders prior to their event for the purpose of
sending event regulations to each registered competitor by
either post or E-mail.
Each event organiser must
distribute regulations to all registered
competitors and championship
officials at least 14 days prior to the event taking place.
Clubs organising championship events must furnish the
championship co-ordinator with extra sets of
regulations.
All results and other relevant documentation, including any
late entries, must be given to the
co-ordinator or a championship committee member on the day of
the results becoming final.
Championship positions will be updated within seven days and
the onus is on the competitor to
report any errors or omissions within the following 7 days
after which the championship positions will
become final and no further protest will be allowed. .
1.5.4b Any competitor
who has entered a championship event who notifies the organisers that they will
not
be able to compete at least three days before the event shall,
at the organising clubs discretion, have their
entry fee refunded, less two pound s (£2) administration fee.
Any entry received after the event closing date will be
subject to an additional late entry fee of five
pounds (£5) and will automatically forfeit any championship
points they may score on that round.
1.5.4c Course requirements:
Organisers must make four lanes from the start (minimum of 8
feet wide) for a distance of 50 yards.
The first corner must be at least 70 yards from the start and
be of no more than 90 degrees.
The minimum width of track is 15m (maximum 25m).
Any competitor moving out of their lane will incur a 10 second
penalty for the first offence followed
by exclusion for any subsequent offence. A judge of fact will
be appointed in the final instructions.
Course marking flags should be in a contrasting colour to the
background.
Penalty markers will be kept to the minimum necessary to
define the inside of the corners of the
track. These markers will be at least twice the height and a
different colour to the course markers,
and must be completely knocked out of the ground to incur
penalties.
A full list of other requirements is as per the 2012 MSA
yearbook section N1 onwards.
1.5.5 Race order:
Race order will be determined by pre-set grids, which must be
displayed prior to the commencement
of each timed heat.
Shared cars should have a minimum of four races between
drivers.
Competitors, wherever possible, should not be required to race
against the same competitors in
each heat. However In certain circumstances due to i.e.: entry
numbers and or shared cars, it may
be necessary to seek the permission of other drivers to allow
them to compete in the same heat.
Competitors must draw for start lane positions.
No driver will be allowed to run singly in a heat, as this
would be deemed an unfair advantage.
The heat starting order, wherever possible, will run with
mixed classes except for classes 6 and J.
Class 6 cars will run 4 at a time with single car staggered
start.
Class J cars will run 4 at a time but will have staggered
start in pairs (this may be amended at the
discretion of the clerk of course).
1.6 Scoring
1.6.1 Class points will be scored as follows:
1st =15pts, 2nd =10pts, 3rd =8pts, 4th =7pts, 5th =6pts, 6th
=5pts, 7th =4pts, 8th =3pts, 9th =2pts,
10th = 1point - all other entries will score 1 point provided
they have completed a practice run with a
valid time.
The times for the classes will be the aggregate of the best
two timed runs for each event.
The single fastest run will decide any ties.
Class position points will only be awarded on the completion
of two timed runs.
Class 6 and J are not eligible to compete in the event finals
and will be awarded class points only.
Any Driver Excluded from a meeting will receive “EX in their
championship results and this cannot
be classified as a dropped round. Any driver who is Excluded
from 3 Championship meeting, in that
current championship year, will be reported to the
Championship Stewards who will expel the driver
from the championship.
1.6.1.1 Championship Final Event:
An extra 3 points will be awarded to all finishing class
positions and top sixteen overall, in the event
designated as the championship final.
The final round counts as one of the ten events that count
towards the final points for the
championship.
1.6.1.2 General
A competitor may only drive in one car and score points in one
class at any one meeting.
Only one championship entry per competitor will be accepted.
Points will not be awarded to competitors who fail to display
supplied championship decals.
1.6.1.3 Championship positions
The overall championship positions will be determined by a
series of four finals at each event.
Sufficient finals must be run to ensure that the fastest
sixteen competitors, on the day, participate.
Four cars must compete in each final.
Any competitor, either unable or unwilling to compete, will
forfeit their place to the next highest
placed competitor.
Should both drivers of a shared car qualify for the same final
then the lowest placed driver of the two
will move down to the next final.
All four final grids are to be assembled in the dummy grid
area prior to the running of the first final.
An additional three cars (made up of the next three fastest
overall times) will be required to form at
the rear of the grids in case of any late retirements before
the finals begin.
Should a final competitor inform the Clerk of Course that they
intends to run, and then fails to take
their place on the grid it will be deemed that the competitor
has sought to gain an advantage through
deliberate non-participation in the finals and will be
excluded from the meeting (see 1.6.1)
1.6.1.4 Event Finals points will be scored as follows:
1st = 20pts, 2nd = 15pts, 3rd = 10pts, 4th = 9pts, 5th = 8pts,
6th = 7pts, 7th = 6pts, 8th = 5pts, 9th =
4pts, 10th = 3pts 11th = 2pts 12th = 1 point - all other
finalists will also score 1 point providing they
started in the final.
The competitor with the fastest time of the sixteen finalists
will be awarded first place, the second
fastest second etc. and any non finisher will be placed in the
final positions (16, 15, 14, etc.)
depending on distance covered.
If a final is red flagged it must be rerun to a conclusion.
The first placed competitor in the finals, irrespective of
class will be the fastest time in the finals.
Class 6 and J are not eligible to compete in the event finals
and will be awarded class points only.
1.6.1. 5 General – adverse
conditions:
Should adverse conditions prevent the running of four heats
then the following will apply: -
Where only two qualifying runs take place, class positions
will be decided on the single fastest run.
In such case, a minimum of one point will be awarded to any
competitor completing a run. Where
only one heat takes place, competitors starting a run will
receive a minimum of one point.
Finals will be run to determine “the top sixteen”.
The award for the event winner will then be the fastest finals
time.
Where conditions of poor visibility make the running of two at
a time in the heats necessary, the
finals will also be run on a two at a time basis.
The fastest registered pair would race in the “A” final;
the second fastest pair in the “B” final etc.,
Points will be awarded to the top sixteen registered
competitors.
Again sufficient finals will be run to enable the top sixteen
championship positions to be calculated.
1.6.1.6 General – abandonment
of championship round:
In the event of a championship round being abandoned before
the scheduled completion of the meeting, the
following will apply:
Where all drivers have had the opportunity of at least one
timed run the round will count towards the
championship.
b) Where the round is abandoned before the completion of the
first timed run, that round will not
count towards the championship.
Where case (a) applies the class, team and overall
championship positions will be decided on the
single fastest time (including penalties).
No finals will be run, the driver with the single fastest time
will be awarded first overall, second
fastest second overall etc. to sixteenth position.
The class positions will be decided in the same manner.
1.6.1.7 Championship results & positions:
All Championship round positions will be decided on the final
published event results.
1.6.1.8 Awarding of points:
Points will only be awarded to competitors for rounds they
have competed in after registration.
Competitors must be a member of an A.N.E.C.C.C. registered
club.
1.6.2 Ties
On each event ties for class position will be decided by the
single fastest run.
Ties in class at the end of the season will be decided firstly
by considering the number of class wins,
then second places, then thirds etc. Failing this the highest
position at the final.
Ties in overall position will be decided in the same manner.
1.6.3. Final championship Results / Appeals:
Final championship results will be published by post or E-mail
to all registered competitors within ten
days of the final round having run and will remain provisional
for 7days.
If a dispute over the published results arises, (MSA
2012 Yearbook C6.5, C6.5.1.) will apply
and
reference to the master results held by each of the organising
club may be used to settle any dispute
or appeal.
Amended results if required will be reissued as “Revision A”
and will be dated and signed by the
championship co-ordinator. These results would then be
provisional for a further seven days.
Any appeals over the published provisional results must be
made in writing with the relevant fee ,
( MSA 2012 Yearbook Fees-
Appendix 1 section 13.3 page 380) to the
Championship Cocoordinator
within the seven-day period.
1.6.4 Interpretation of rules:
The Championship Stewards may adjudicate on any dispute
concerning the interpretation of
championship rules. The competitor must write to the
championship co-coordinator seeking a formal
hearing. The relevant fee as shown in MSA 2012 Yearbook Fees-
Appendix 1 section 13.3 page 380
must be enclosed.
1.7 Awards:
Competitors in each round must receive the trophy for each
award they are entitled to.
Other awards may also be distributed at the organiser‟s
discretion.
FTD award will refer to the fastest single time of the day.
At the end of the season the ANECCC Autocross Championship
Committee will award trophies for
the competitors finishing in 1 st
to 4thplace
in each class.
Trophies will also be presented to competitors achieving the
highest points for the overall
championship.
Trophies will be presented to 12 th
place overall.
2 SPORTING REGULATIONS - JUDICIAL PROCEDURES
2.1 Rounds: In
accordance with Section C of the 2012 MSA Yearbook and 1.6.3 & 1.6.4 of
these
regulations.
2.2 Championship: In
accordance with Section C of the 2012 MSA Yearbook.
3. TECHNICAL REGULATIONS
3.1 .1 the championship
is open to all eligible vehicles complying with the vehicle regulations J1.1 to
J5.20.13 and N4.1 to N 21.14 of the MSA Yearbook 2012.
3.1.2 The silencing
requirements and the rules regarding hand cut or racing tyres cannot be changed.
Only
tyres carrying an „E‟ mark with sizes, road markings
and for road use will be permitted.
3.1.3 . All vehicles
must be fitted with 2 fully functional brake lights.
The brake light must be clearly visible.
3.1.4. Except for
classes 7 & 8 - All cars must run an original silhouette (N4.10.3) and must
run with all
panels and bumpers attached at all times, including classes 7
& 8.
Tow bars are not permitted.
Bracing to the front and rear bumpers is not permitted.
3.1.5 Any competitors
unsure of any regulations should contact the Championship Co-ordinator or the
Championship Eligibility Scrutineer for clarification. Details
of which can be found on the first page of the
regulations.
3.1 .6 Details of
permitted modifications are in section (N) of the MSA Yearbook, modified as
follows:
N4.10.4 - N4.10.5 applies to class 2 - 5 and classes 7 - 8
N4.15 reverse gear is optional in autocross specials class 7
All other MSA regulations apply as written
3.2 Classes
Vehicle classes are modified from section N4.9 - 4. 9.4 of the
MSA 2012 Yearbook which are replaced as
follows:
Class J: Junior Autocross this is an Age Restricted Class, (14
to 17 years old).
As per MSA 2012 Yearbook N4.21
to 4.21.14.
Junior competition regulations (these regulations are not
permitted to be altered)
Class 1, Cars up to
1400cc with standard production unmodified engine in original position, Cars
must run
standard carburettor, inlet manifold and exhaust manifold
applicable to the vehicle. Fuel injection is permitted
with standard injectors and ECU but only to cars fitted as
standard. Forced induction is not permitted (no
turbochargers or superchargers). Suspension is free, no body
kits, no space framing or alterations to make
the car lighter will be permitted, no fibreglass or alloy
panels. Car dashboard to remain as standard and in
original position. Additional instruments and warning lights
may be fitted. Petrol tank is free for modification
or relocation. The silhouette of the vehicle must not be
altered. Standard unmodified gearbox and differential
applicable to the vehicle must be used.
Vehicles up to 1400cc with 8 valve engines to stock hatch
rally cross regulations.
Class 2 . Cars up to
1400cc not complying with class 1.
Class 3 . Cars up to
3500cc rear wheel drive
Class 4 . Cars 1401cc to
1650cc.
Class 5 . Cars 1651cc to
2100cc.
Class 6 . Economy
Standard Production Saloons as per MSA Regulation N4.9.3
Rally and Road going vehicles complying with the road traffic
act (headlamps may be removed or
covered).
A current MOT certificate and registration document must be
produced.
The vehicle need not have a current road fund licence.
Vehicles must be 2 wheel drive only.
Forced induction is permitted.
Other modifications are free.
Class 7 . Specials and
any motorcycle engined vehicle.
Class 8 . Four Wheel
Drive cars, Front wheel drive cars over 2100cc and RWD cars over 3500cc.
Vehicle eligibility
The onus is always on the competitor to provide proof of the
eligibility of their vehicle.
Provision for engine sealing must be made .
Competitors suspecting an irregularity on another competitor‟s
vehicle may approach the
Championship Committee / Eligibility Scrutineer for
clarification.
PLEASE NOTE: any competitor, who, by their actions, brings the
sport into disrepute, will be
referred to the Championship Stewards for adjudication and for
any penalty to be issued.
3.2 Mandatory Championship Safety Requirements
3.2 .1 It is compulsory
for all vehicles must be fitted with a 6 point roll cage. See section K appendix
2
drawing 5 in the 2012 MSA Yearbook. Except for Economy
Standard Production Saloons as per MSA
Regulation N4.9.3 3, these cars will run singly and have
staggered start.
3.2.2 All cars must be
fitted with a minimum of a 4 point safety harness for the driver as per K2.1.2.
3.2.3 All cars must be
fitted with a high backed competition driver‟s seat as per K2.2 to K2.2.3.
3.2.2 Competitors are
advised to be aware of the MSA regulations [N3.5-N3.5.4] regarding fireproof
race
overalls, helmets, goggles, visors and gloves.
