REGULATIONS
TECHNICAL REGULATIONS
1.1 Eligible Vehicles
The championship will be open for all vehicles
complying with vehicle regulations sections J, N3.1.3, N4.1-N4.8.3 and
N4.9-N4.21.12 of the MSA 2010 Yearbook
The silencing requirements and the rules regarding hand cut
or racing tyres cannot be changed. Only tyres carrying an E mark with sizes,
road markings and for road use will be permitted.
Any car that runs an original silhouette must run with all
panels and bumpers attached at all times, (including class D & E), tow
bar’s are not permitted, Bracing to the front and rear bumpers is not permitted
Any competitor unsure of any regulations should contact the
championship coordinator or the championship eligibility scrutineer (details on
following page) for clarification.
Details of permitted modifications are in section (N)
of the MSA 2010 Bluebook modified
as follows:
[N4.9.2] – applies to Class A1 and A2 only
[N4.10.4-N4.10.5] – applies to Classes B to D
[N4.15] – reverse gear is optional in autocross
specials, applies to class E
All other regulations apply as written.
1.2 Safety Requirements.
It is compulsory that all cars (except
for class A1 and A2) be fitted with a minimum of a 6 point roll cage ,
see K Appendix2 Drawing 5 d in MSA 2010 Yearbook fitted with a drivers door
bar.
Class A1 and A2 will run singly in class and have a staggered
start. They forgo the opportunity to compete in the finals.
1.3 Classes
Vehicle classes are modified from section [N4.9] of
the 2010 MSA Blue Book which is
replaced as follows:
Classes
A1: Economy Standard Production Saloons up to 1600cc
A2: Economy Standard Production Saloons over 1600cc
B1: Cars up to 1400cc with standard production
unmodified engine in original position,
Cars must run standard carburettor, inlet manifold
and exhaust manifold
applicable to the vehicle. Fuel injection is
permitted with standard injectors and
ECU but only to cars fitted as standard. Forced
induction is not permitted (no
turbochargers or superchargers). Suspension is free,
no body kits, no space
framing or alterations to make the car lighter will
be permitted, no fibreglass or
alloy panels. Car dashboard to remain as standard and
in original position.
Additional instruments and warning lights may be
fitted. Petrol tank is free for
modification or relocation. The silhouette of the
vehicle must not be altered.
Standard unmodified gearbox and differential
applicable to the vehicle must be
used.
Vehicles up to 1400cc with 8 valve engines to
stockhatch rallycross regulations.
B2: Cars up to 1400cc not complying with B1.
C: Cars 1401cc to 1650cc.
D1: Cars 1651cc to 2100cc.
D2: Cars 2101cc to unlimited.
E: Specials, Four Wheel Drive Cars and any motorcycle
engined vehicle.
F: Junior Autocross This is an Age Restricted Class, (14 to 17
years old).
The maximum engine capacity is restricted up
to 1400cc 8 valve. Production vehicle,
front or rear wheel drive with standard unmodified engine in original position.
Car must run standard induction system, inlet manifold and exhaust system
applicable to the vehicle, but performance air filters and exhaust back boxes
are permitted, no turbo’s or superchargers. No body kits, no space framing or
alterations to make the car lighter will be permitted, no fibreglass or alloy
panels. Car dashboard is to remain as standard and in original position. Wheels
must be standard production items applicable to the vehicle, suspension is
free. Petrol tank is free for modification or relocation. The silhouette of the
vehicle must not be altered, standard gearbox and differential applicable to
the vehicle must be used, Limited Slip Differentials are not permitted. Seat
belt in accordance with [K2.1.2]. (FIA homologated and with four separate
fixing points) is mandatory. Also
refer to MSA 2010 Blue Book [N4.21.1-4.21.12]. For junior competition
regulations.
G: Rally and Road going vehicles complying with the
road traffic act (headlamps
may be removed or covered).
A current MOT certificate and registration document must
be produced.
The vehicle need not have a current road fund
licence.
Vehicles must be 2 wheel drive only. Forced induction
is permitted.
Other modifications are free.

CARS MUST BE ENTERED IN THE LOWEST CLASS FOR WHICH THEY ARE ELIGBLE FOR

Class points will be scored as follows:
1st =10pts, 2nd =9pts, 3rd
=8pts, 4th =7pts, 5th =6pts, 6th =5pts, 7th =4pts, 8th =3pts, 9th
=2pts.
These points refer to the
finishing positions, the times for the classes will be the aggregate of the
best two timed runs for each event. The single fastest run will decide
any ties. Points will only be awarded on the completion of two timed runs. Any
Driver Excluded from a meeting will receive “EX” in their championship results
and this cannot be classified as a dropped round. Any driver who is
Excluded from 3 Championship meeting, in that current championship year, will
be expelled from that year’s championship

An extra 3 points will be awarded to all finishing class positions and top
twelve overall, in the original round designated as the final. The final
round counts as one of the ten events that count towards the final points for
the championship. A competitor may only drive in one car and
score points in one class at any one meeting. Only one Championship entry
per competitor will be accepted. Points will not be awarded to
competitors who fail to display Championship / Sponsors decals. POINTS
WILL BE AWARDED TO COMPETITORS EVEN IF THEY HAVE ENTERED AFTER THE CLOSING DATE
HAS PASSED. No competitor may be registered for the Championship
after the penultimate round.
CHAMPIONSHIP REGISTRATION
NUMBERS WILL ONLY BE GIVEN OUT BY CO-ORDINATOR.
4 Competitors
in each round must receive the trophy for each award they are entitled to. Cash
awards may also be distributed at the organiser’s discretion. FTD will refer to
the fastest single time of the day.

The overall championship positions will be determined by a series of four
finals at each event. Sufficient finals will be run to ensure that the
fastest sixteen competitors, on the day, participate. Four cars must
compete in each final. Any competitor, either unable or unwilling to
compete, will forfeit their place to the next highest placed competitor overall.
Should both drivers of a shared car qualify for the same final then the lowest
placed driver of the two will move down to the next final. All four final
grids are to be assembled in the dummy grid area prior to the running of the
first final. An additional three cars (made up of the next three fastest
overall times) will be required to form at the rear of the grids in case of any
late retirements before the finals begin. Should a final competitor
inform the Clerk of Course that he/she intends to run, and then fails to take
his/her place on the grid it will be deemed that the competitor has sought to
gain an advantage through deliberate non-participation in the finals.
The competitor with the
fastest time of the sixteen finalists will be awarded first place, the second
fastest second etc., and any non finisher will be placed in the final
positions (16, 15, 14,etc.) depending on distance covered, and if a final
is red flagged it must be rerun to a conclusion. The first placed
registered competitor in the finals, irrespective of class will be the fastest
time in the finals. Ties in class at the end of the season will be
decided firstly by considering the number of class wins, then second places,
then thirds etc. Failing this the highest position at the final.
Ties in overall position will be decided in the same manner. Juniors will not run in heats classified as
finals on the day of any one event.

Should adverse conditions prevent the running of four heats then the
following will apply: -
Where only two qualifying
runs take place, class positions will be decided on the single fastest
run. In such case, a minimum of one point will be awarded to any
competitor completing a run. Where only one heat takes place, competitors
starting a run will receive a minimum of one point. Finals will be run to
determine “ the top sixteen”. The award for the event winner will then be
the fastest finals time. Where conditions of poor visibility make the
running of two at a time in the heats necessary, the finals will also be run on
a two at a time basis. The fastest registered pair would race in the “A”
final, the second fastest pair in the “B” final etc., points will be awarded to
the top twelve registered competitors. Again sufficient finals will be
run to enable the top twelve championship positions to be calculated.

In the event of a championship round being abandoned before the scheduled
completion of the meeting, the following will apply:
a) Where all drivers have had
the opportunity of at least one timed run the round will count towards the
championship.
b) Where the round is abandoned
before the completion of the first timed run, that round will not count towards
the championship.
Where case (a) applies the
class, team and overall championship positions will be decided on the single
fastest time (including penalties). No finals will be run, the driver
with the single fastest time will be awarded first overall, second fastest
second overall etc. to twelfth position. The class positions will be
decided in the same manner.

All Championship positions will be decided on the final mailed event
results. If a dispute over the mailed results arises, then the master
results held by the organising club would be used to settle the dispute. (MSA 2010 Yearbook C6.5, C6.5.1.).
Final championship results will be distributed to all registered competitors
within ten days of the final round having run. These results will be
issued as “Revision A” with the date on and signed by the Championship Co-ordinator.
These positions will then be provisional for a further seven days from the
revision date, to enable any registered competitor to formally challenge their
validity. Any protest over the provisional results must be made in
writing with the relevant protest fee, (MSA 2010 Yearbook Fees- Appendix 1 section 13 page 382) to the
Championship Co-ordinator within the seven-day period (from date of Revision
A). Such protests will be resolved by the Championship Stewards, as
detailed below, after which, EITHER, the corrected results will be
re-issued to all registered competitors/corresponding members etc. OR
the competitor who issued the protest will be informed in writing why their
protest has not been upheld. Protest fees will be returned if the protest
is upheld. (MSA 2010 Yearbook C6.6)

The Championship will run as many Championship rounds as is necessary to
define the Championship season, however for the competitors, they can compete
in all of the designated rounds but only 10 rounds will count towards their
overall championship positions. Competitors are only allowed to drop points If
more than 10 rounds are run as part of the Championship, i.e. if 12 rounds are
run and the competitor have competed in all 12 rounds, then the points from 2 lowest
rounds can be dropped, 13 rounds = 3 rounds points dropped and so on (with the
exception of the round designated as the final) PLUS the final
will be counted for class, team and overall titles. No competitor may
change vehicle during the timed runs or the finals. If less than 10 rounds
are run as part of the Championship, then no rounds will be dropped.

Any three registered competitors may form a team, points will be awarded on
finishing class positions. No competitor may be a member of more than one team.
There is a registration fee of £2.00 per person. Team entry forms are available
from the co-ordinator.

There is a £45 registration fee. All competitors who enter a round of the
championship will be registered, subject to completing and signing a
championship registration form and paying the appropriate fee. Championship
numbers will be allocated by the championship co-ordinator. Points will only be
awarded to competitors for rounds they have competed in following registration.
Competitors must be a member of an A.N.E.C.C.C. registered club. The first five
in each class and the top twelve will be presented with a trophy at the end of
season presentation.

Penalty markers will be kept to the minimum necessary to define the inside
of the corners of the track. These markers will be at least twice the
height and a different colour to the course markers, and must be completely
knocked out of the ground to incur penalties.

Any competitor who notifies the organisers of a championship round in which
he/ she will not be able to compete, three or more days before the event, shall
at the organising clubs discretion have the right to his/her entry fee
refunded, less two pounds administration fee. Any entry received after
the event closing date will be subject to an additional late entry fee of five
pounds and will automatically forfeit any championship points they may score on
that round.

Race order will be determined by pre-set grids, which must be displayed
prior to the commencement of each timed heat. Shared cars should have a
minimum of four races between drivers. Competitors, wherever possible,
should not be required to race against the same competitors in each heat.
Competitors must draw for start lane positions. No driver will be
allowed to run in a heat on his/her own, this would be deemed an unfair
advantage.
15 The starting order, wherever possible,
should run with mixed classes except for classes A1, A2 and F.
Competitors with road-registered cars may not elect to run singularly. In
certain circumstances however due to i.e.: entry numbers, and shared cars, it
may be necessary to seek the permission of other vehicle drivers to allow them
to compete in the same race.

The Organisers must distribute regulations to all registered
competitors at least 14 days prior to the event taking place. Clubs organising
championship events must furnish the championship co-ordinator with extra sets
of regulations, all results and other relevant information, including any late
entries, must be given to Co-ordinator
or a Championship committee member on the day of the results becoming
final. Championship positions will be updated within seven days and the
onus is on the competitor to report any errors or omissions as soon as
possible.
17 Course requirements: organisers must
make four lanes from the start (minimum of 8 feet wide) for a distance of 50
yards. The first corner must be at least 70 yards from the start and be of no
more than 90 degrees. The minimum width of track is 40 feet (maximum 60 feet).
Any competitor moving out of their lane will suffer a 10 second penalty for the
first offence followed by exclusion for any subsequent offence. A judge of fact
must be appointed in the final instructions. Course marking flags should be in
a contrasting colour to the background. Full list of requirements are given in
the MSA yearbook section G1
onwards.

All competitors are reminded to note the MSA regulation [N3.5-N3.5.4]
regarding flame resistant overalls and helmets and gloves.

The onus will be on the competitor to provide the eligibility of his/her
vehicle. Provision for engine sealing must be made.
Competitors suspecting an irregularity may approach the Championship Committee
/ Eligibility Scrutineer for clarification. PLEASE NOTE: The
Committee and Stewards have the right to penalise any competitor or support
team, who, in their view, brings the sport into disrepute, the penalty being at
the discretion of the Championship Committee and Stewards.

The Championship Stewards will settle all challenges over the
interpretation of existing rules. The competitor must write to the
championship co-ordinator seeking a formal hearing.
